With the support of the Bureau d’Assistance Humanitaire (BHA), Acted is setting up a multisectoral emergency assistance programme in Haiti

August 2024 - Haiti. Faced with an unprecedented humanitarian crisis, marked by escalating violence from Organised Criminal Groups and a resurgence of epidemics, the consortium Acted, AVSI Foundation and IMPACT Initiatives, with the support of USAID's Bureau for Humanitarian Assistance (BHA), is launching a multi-sectoral assistance programme designed to support the most vulnerable populations in Haiti. This 12-month initiative targets more than 57,000 internally displaced persons (IDPs) and affected host communities in the Port-au-Prince Metropolitan Area and Artibonite, offering cash transfers, water, hygiene and sanitation services, as well as site management activities to meet basic needs.

Setting up a Rapid Response Mechanism (RRM) in Artibonite

Acted operates a Rapid Response Mechanism (RRM) in Artibonite in coordination with AVSI Foundation, in order to identify and respond to sudden shocks such as displacements linked to violence from criminal groups, epidemics or natural disasters. Within this framework, Acted is providing immediate multi-sectoral support in hard-to-reach areas of the communes of Ennery, Marmelade, Saint Michel de l’Attalaye, Dessalines, Petite Rivière de l’Artibonite, Verrettes and La Chapelle.

The RRM includes a monitoring system, which enables new crises to be identified. A rapid assessment is then carried out to confirm the creation of an alert, which is then circulated within the humanitarian community. Acted positions itself for targeted interventions in order to provide immediate and coordinated assistance in the most difficult-to-access areas.

The Artibonite region has been severely affected by the crisis, with its 1.9 million inhabitants struggling to cope with food insecurity, compounded by precarious sanitary conditions and an increase in cases of cholera. Acted is supporting 720 households with regular financial transfers for food security (SECAL) and 600 households with multi-purpose cash transfers (MPCA), strengthening their financial autonomy. To combat the spread of epidemics, hygiene kits will be distributed to 750 households. Vital information on hygiene and nutrition practices will also be communicated via awareness campaigns.

Soutien à 25 sites de personnes déplacées internes et communautés hôtes dans la Zone Métropolitaine de Port-au-Prince (ZMPAP)

Parallèlement, Acted assure la gestion de 25 sites de PDI dans la ZMPAP, répondant aux besoins croissants des familles fuyant les zones de conflit et des communautés les accueillant. Depuis janvier 2024, plus de 112 000 personnes ont été forcées de se déplacer, s’installant dans des sites temporaires à travers la capitale, où ils sont confrontés à une sécurité alimentaire fragile, une insuffisance d’eau potable, et des infrastructures sanitaires saturées.Pour assurer la gestion et coordination des sites (CCCM), des audits de sécurité, des activités de réhabilitation et de maintenance, et un système d’alerte précoce seront mis en place en collaboration avec les autorités locales et les autres acteurs humanitaires. La participation des communautés déplacées sera encouragée via des projets communautaires et le renforcement des structures de gouvernance sur chaque site.Acted soutiendra les personnes déplacées sur les sites avec des transferts financiers et des produits d’hygiène. De plus, les sites bénéficieront d’un approvisionnement en eau potable pour une durée de trois mois avec l’installation de réservoirs, de vidanges régulièresd’un système de gestion des déchets et des activités de renforcement des comités d’hygiène locaux.Via sa réponse en Artibonite et dans la ZMPAP, le consortium Acted-AVSI-IMPACT, grâce au soutien financier de BHA, s’engage à offrir une aide humanitaire rapide à 57,000 Haïtiens parmi les plus vulnérables.
