Acted has been present in Lebanon since 2006, supporting vulnerable communities through a blend of emergency relief and long-term development grounded in its 3ZERO vision. Acted leverages its strong localisation approach and deep community engagement to operate effectively in a dynamic contexts, responding to layered crises. In Lebanon, Acted delivers integrated, climate-sensitive programming that strengthens resilience and social inclusion, while tailoring interventions to include the most marginalised populations, rapidly mobilising and complementing national efforts.

Lebanon faces overlapping crises, economic collapse, widespread poverty, food insecurity, and continued displacement, exacerbated by instability along the southern border and severely weakened public services. Over one million refugees place additional pressure on host communities, while climate change intensifies droughts, water scarcity, and agricultural losses. Environmental degradation, pollution, and unreliable energy systems further undermine livelihoods. The overlapping crises required integrated interventions that address immediate vulnerabilities while investing in long-term recovery and resilience, prioritising inclusion of the most vulnerable areas and marginalised communities.

Over the coming years Acted’s strategy in Lebanon is grounded in its 3Zero vision, guiding its interventions and centering them around inclusion, resilience and sustainability.

In Lebanon, Acted works along the Humanitarian-Development-Peace nexus, supporting people affected by economic hardship,displacement, and recent conflict through emergency assistance, cash support, and protection services, while helping families and communities rebuild their livelihoods, in a resilient and climate-smart manner.

Moreover, Acted promotes greener and more climate-resilient practices by strengthening small businesses, expanding circular economy initiatives, and supporting farmers to adopt water-efficient and climate-smart methods. This forward planning strengthens preparedness and anticipates needs, thereby bolstering communities to withstand future socio-economic and environmental shocks.

Through these combined efforts, Acted works with local actors to improve daily living conditions, create opportunities, promote social cohesion and build long-term community resilience in Lebanon.

3ZERO in Lebanon

Zero Exclusion

Acted promotes inclusive access to education, especially for girls, refugees, and out-of-school children. Through Accelerated Learning Programmes with local authorities and NGOs, children reintegrate into school while communities are empowered with climate literacy and child
protection. Urban resilience is also supported by improving living conditions and essential services in informal and peri-urban settlements, fostering social cohesion and equitable development.

Zero Carbon

Acted supports climate-smart agriculture, sustainable livestock management, and renewable energy solutions, reducing environmental impact. Circular and green business models are promoted through vocational training and micro-enterprise development, linking livelihoods with
environmental sustainability.

Zero Poverty

Acted empowers vulnerable populations through vocational training, market access, and entrepreneurship support. Post-disaster recovery integrates risk reduction, social inclusion, and climate resilience, helping communities “Build Back Better.”

Flagship project

In line with its 3Zero Vision, Acted is implementing an ongoing project titled “Greening Growth: Empowering MSMEs in the Agriculture and Agri Food Sector” funded by BMZ in partnership with GIZ. The Action strengthens 40 MSMEs through circular-economy approaches, gender-responsive capacity building, and resource-efficient production models. The project operationalizes Acted’s greening strategy by introducing renewable-energy solutions, water-filtration systems, waste-segregation practices, and energy-efficient equipment, reducing environmental footprints while lowering operating costs. Climatewise awareness modules and a Circular Economy Forum fosters national dialogue on low-carbon value chains.

Linking enterprise support with inclusive green growth ensures MSMEs enhance their resilience, competitiveness, and sustainability.
