Philippines

Acted has been operating across the Philippines since late 2012 following the immediate aftermath of typhoon Pablo. Acted provides humanitarian assistance to vulnerable populations in times of crisis whilst also supporting peace building, civic empowerment and sustainable economic development efforts. With 23 employees and a budget of approximately 981,000 EUR, Acted supported over 175,000 beneficiaries in the Philippines last year.

The specific geography of the Philippines renders the country extremely vulnerable to natural disasters, with an average of 20 typhoons every year. Economic vulnerabilities have been exacerbated by the Covid-19, with 23.7% of the population living in poverty in 2022. The Bangsamoro Autonomous Region of Muslim Mindanao (BARMM), is especially vulnerable with the highest poverty incidence and unemployment rate, destabilised by several decades of struggle for independence.

Acted Philippines integrates the 3ZERO vision across its programming, fostering Zero Exclusion, Zero Carbon and Zero Poverty.

Zero Exclusion

Under Zero Exclusion, Acted is focusing on promoting peace and social cohesion in the BARMM region, engaging multi-stakeholders to improve the tolerance and the peaceful cohabitation of the Tri-People. As part of its commitment to helping a pluralistic and empowered civil society to flourish, Acted has been supporting more than 100 CSOs in the Philippines, helping women and youth-led grassroot initiatives.

Zero Carbon:

Under its Zero Carbon mandate, Acted also promotes sustainable infrastructure in the Philippines by working with local government units to roll out climate resilient Water and Sanitation facilities at the community and household levels in areas highly vulnerable to climate change. Acted has also been empowering civil society to conduct ocean protection initiatives, to protect the priceless marine environment of the country.

Zero poverty:

Finally, Acted has provided emergency relief, recovery, and resilience under the Zero Poverty. Through this approach, Acted is providing support to households affected by natural hazards or humanmade disasters and is supporting crisis-affected households on their journey to recovery, through sustainable WaSH and shelter assistance. Acted is also working towards inclusive economic growth to close the gap between the economic growth of the country and the inequalities faced by the population.

3ZERO in the Philippines

In the Philippines, Acted is working towards the 3ZERO objective through an innovative and transversal approach and flagship programmes:

  • The 3ZERO House is a collaborative space, grounded in local eco-systems, that serves to multiply and accelerate partnerships, innovations, and solutions in a country by local actors. To this end, the 3ZERO House in Manila serves as a unique hub that innovate, connect and unleash the potential of diverse actors from every sector.

  • CATALYST, Acted’ signature civil society organizational capacity assessment and development toolkit, to
analyse the organisational and institutional capacity of local and national civil society organisations (CSOs).
