Acted Chad

Present in Chad, Acted operates in support of vulnerable populations in the Lac and Ouaddaï provinces, as well as in N’Djamena. In 2025, the organization implemented 11 projects with a total budget of €10.5 million. Operations are coordinated from N’Djamena and implemented through four field bases located in Bol and Daboua in the Lac province, and Adré and Chokoyan in Ouaddaï.

In the Lac province, Acted supports internally displaced persons following attacks by armed groups through the Rapid Response Mechanism (RRM), of which it is co-lead, and provides food security assistance. Acted also contributes to strengthening community resilience through projects in education, water, sanitation and hygiene (WASH), and livelihoods.

In Ouaddaï, Acted redeployed as early as April 2023 in response to the unprecedented influx of Sudanese refugees and Chadian returnees fleeing the conflict in Sudan. Through a multi-sectoral emergency approach including shelter/NFI, CCCM, and protection, Acted addresses the vital needs of displaced populations in informal sites and reception camps. Since 2025, Acted has also been supporting the economic resilience of Sudanese refugees, in collaboration with host communities in the Chokoyan prefecture.

Acted’s work in Chad relies on recognized multi-sectoral technical expertise, rapid deployment capacity, a data-driven approach, strong local acceptance, and increased community participation.

You will be in charge of

The Chief of Party (CoP) provides overall strategic, technical, and operational leadership for Acted’s GCF-funded SCALE project in Chad. The CoP is responsible for ensuring the effective implementation of the project in line with the GCF funding proposal, Acted’s internal standards, and national priorities of the Government of Chad.

The CoP will lead the Project Coordination Unit (PCU) and ensure sound governance, fiduciary oversight, and coordination between Acted (GCF Accredited Entity, acting through its Chad office as Executing Entity), the Special Fund for the Environment (FSE, Co-Executing Entity), relevant line ministries, provincial authorities, and other stakeholders. The role is central to ensuring compliance with GCF requirements, achievement of adaptation outcomes at scale, and the sustainability and national ownership of project results.

 

1. Strategic leadership and high-quality project implementation

a) Act as the primary senior representative of Acted for the SCALE project with national authorities, the GCF (through Acted HQ as Accredited Entity), and technical/operational partners

b) Provide overall strategic direction for the SCALE project, ensuring alignment with the GCF-approved funding proposal, Acted’s 3Zero vision, and national climate priorities of the Government of Chad

c) Ensure that all project activities are implemented in accordance with GCF Funded Activity Agreement (FAA), the operations manual, applicable GCF policies and standards, Acted standards, contractual obligations, and national regulations

d) Ensure high technical quality and coherence across all project components: institutional strengthening, ecosystem-based adaptation, and livelihood diversification

e) Lead the development, validation, and periodic review of annual work plans, implementation strategies, and budgets, ensuring coherence across project components and partners

2. Effective functioning of the project governance and the Project Coordination Unit (PCU)

a) Lead and oversee the Project Coordination Unit (PCU), ensuring it functions as the central coordination, management, and oversight mechanism for the project

b) Define clear roles, responsibilities, reporting lines, and decision-making processes within the PCU in line with the approved governance arrangements

c) Identify, monitor, and escalate strategic, operational, and fiduciary risks through the relevant project governance mechanisms d) Ensure preparation and follow-up of Project Steering Committee meetings, including documentation and implementation of agreed actions

3. Strengthening national ownership and institutional capacity

a) Foster strong, collaborative partnerships with the Special Fund for the Environment (FSE) as Co-Executing Entity and with relevant line ministries at national and sub-national levels

b) Support FSE and government counterparts to strengthen institutional capacity in climate finance management, project implementation, fiduciary oversight, and learning

c) Ensure that project approaches, tools, and results contribute to national systems, including adaptation planning processes, and knowledge platforms such as Agora30

d) Ensure systematic documentation and capitalization of project results and lessons learned

e) Promote sustainability and scalability of project outcomes beyond the project lifecycle, including positioning partners for future climate finance opportunities.

4. Coordination with other climate finance actors and identification of new opportunities

a) Contribute to strengthening linkages between SCALE and other climate initiatives and financing mechanisms in Chad (including GCF, bilateral donors, multilateral funds, and regional programmes), ensuring complementarity and coherence

b) Support Acted HQ and country teams, through project evidence and learning, to identify opportunities for scaling up or replicating successful approaches under future climate finance opportunities, where relevant

5. Other

a) Report key issues, risks, and achievements in a timely manner to the Acted Country Director and relevant HQ departments

b) Support the organization of events organized by Acted as required. c) Undertake any other duties as requested by Acted management

  • Salary aligned with Acted’s salary grid, depending on the level of education, security level, etc as well as a monthly living allowance of $300

  • This position is classified as an international staff position under Acted’s recruitment framework. Eligibility for an international contract is therefore required.
