Mayotte (France)

Present in Mayotte since December 2024, following Cyclone Chido, Acted is working in Petite Terre and Grande Terre, mainly in the municipalities of Mamoudzou and Koungou. In a context of extreme poverty, food insecurity and climate vulnerability, Acted is responding to the basic needs of local populations, while contributing to sustainable socio-economic development. Acted implements integrated actions in food security, water, hygiene, sanitation, education and economic recovery, in line with its 3ZERO strategy. Thanks to its community-based approach, rapid response capacity and multi-sector expertise, Acted stands out for its innovative and sustainable solutions, tailored to the needs of the most marginalised populations.

Mayotte is experiencing a multidimensional crisis marked by structural poverty, growing food insecurity and strong migratory pressure. In 2024, more than 77% of the population was living below the national poverty line (INSEE), and nearly 40% of the working population was unemployed. The territory is home to a majority foreign population (55.8%), a large proportion of whom are undocumented, exacerbating social tensions and humanitarian needs. Furthermore, Mayotte is particularly vulnerable to climate risks: cyclones, coastal erosion and rising sea levels threaten local ecosystems and infrastructure. In this context, Acted is working to meet the basic needs of local, migrant and displaced populations through integrated programmes in food security, WASH, education and economic recovery, while promoting sustainable and resilient solutions as part of its 3ZERO strategy.

Acted in Mayotte

Acted established itself in Mayotte in response to a complex humanitarian and environmental situation, with the aim of contributing to an integrated and sustainable response. Drawing on its expertise in island and crisis contexts, the organisation mobilises its 3ZERO approach to address the challenges of social exclusion, economic insecurity and the degradation of natural resources. Working closely with local actors, Acted develops interventions that promote social cohesion, strengthen community capacities and support the transition to more resilient models. Its positioning is based on in-depth knowledge of the territory, a capacity for rapid adaptation and a desire to create synergies between emergency response, local development and environmental preservation.

Acted’s emergency response strategy in Mayotte was largely based on participatory mapping of the most affected areas and slums, carried out in January 2025 through the AGORA programme, in collaboration with IMPACT Initiatives. This mapping enabled Acted to better understand the pre-existing socio-spatial dynamics in these areas and to adapt the deployment of activities in a relevant manner in line with the expectations of the populations. Based on these assessments, Acted focused its actions on the municipalities of Pamandzi and Dzaoudzi-Labattoir in Petite-Terre, as well as Mamoudzou and Koungou in Grande-Terre.
