August 11th, 2025 – Ukraine. With funding from European Union, Acted and its partners leveraged their experience in delivering humanitarian assistance in Ukraine to provide targeted multisectoral support for rural, hard-to-reach, and frontline communities.
Throughout this 12-month initiative, Acted, the Estonian Refugee Council (ERC), IMPACT Initiatives, and local partners World.Ukraine.Polohy and Light of Hope delivered multisectoral assistance, including Multipurpose Cash Assistance, Emergency Livelihoods support, Emergency Shelter Assistance and Winterisation support) to 45,343 conflict-affected individuals across Ukraine, with a continued focus on frontline and newly liberated territories of Government Controlled Areas in Ukraine.
Between June 1st, 2024, and May 31st, 2025, Acted and the ERC provided Multi-Purpose Cash Assistance (MPCA) to 33,479 conflict-affected individuals, demonstrating their commitment to MPCA as the primary modality of humanitarian support in Ukraine. Additional achievements under the project include the provision of Emergency Livelihoods Grants to 2,519 individuals, supporting food security and economic recovery among targeted communities, and the delivery of winterization assistance to 2,161 individuals to help vulnerable families meet basic needs during the freezing winter period. Furthermore, 534 individuals benefited from repair works implemented by Acted and its partners, contributing to improved living conditions and resilience.
MPCA continued to prove itself as the most effective, cost-efficient and unrestricted means of responding to humanitarian urgent basic needs of vulnerable families in conflict-affected and hard-to-reach areas in Ukraine. MPCA empowers people by giving them the freedom to make decisions that are best for their lives, which respects their ability to assess and respond to their own needs, which restores a sense of dignity, control, and independence. With MPCA Acted supported beneficiaries as regular and rapid responding to cover basic needs of vulnerable families in 11 oblasts across Ukraine. This type of assistance has had a meaningful, life-changing impact on beneficiaries, enabling them to meet essential needs with dignity and flexibility.
The EU remains committed to ensuring that no one in Ukraine is left behind. Through our partnership with Acted, the Estonian Refugee Council and other dedicated organisations, we’ve supported thousands of Ukrainians with life-saving assistance — from emergency cash and shelter to winterisation and livelihood support. Multipurpose Cash Assistance, in particular, allows people to meet their basic needs in the way that makes the most sense for them — restoring dignity, control, and hope in some of the hardest-hit areas of Ukraine.
As of the end of the project, 93% of beneficiaries surveyed reported an improved ability to meet their basic needs, underscoring the relevance and effectiveness of the assistance. With a continued focus on frontline and newly accessible areas, Acted and its partners remain committed to meeting the needs of the most vulnerable in a safe, dignified, and accessible manner, supporting the recovery and resilience of conflict-affected communities across Ukraine.
