Procurement of Consultant for Final External Evaluation – ACTED oPt

Within the projects of “Supporting sustainable and inclusive growth in the Occupied Palestinian Territory through digital inclusion”, ACTED is inviting suppliers to provide detailed written quotations for the procurement T/12DJK/M40 /FPE/RML/08-07-2021/001

 

The tender will be conducted using ACTED standard bidding documents, open to all qualified suppliers and service providers. The Bidding Documents (in English) may be collected free of charge by all interested bidders at the following addresses:

 

ACTED representative office:  ACTED oPt – Office NO. 604 in the 6th floor, Mikkawi_Commercial Complex – Al Masaiif or ACTED representative office in Gaza- Haboosh Street Heji Building–4th Floor, or by sending an email to the following address: opt.tender@acted.org  with tender@acted.org in cc with the subject line ” T/12DJK/M40 /FPE/RML/08-07-2021/001″

All bids must be submitted before 28 / 07 / 2021 at 12:00 PM Ramallah local time at the addresses mentioned above in a sealed envelope. Late Bids will be automatically rejected.

 

ACTED will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation and submission of their bids to ACTED.

 

A tender opening session will take place in the ACTED representative’s office at Acted Office –Ramallah – Al Massaif – MAKKAWI comercial complex – 6th floor – office #604 or ACTED 29 / 07 / 2021 at 12:00 PM (Ramallah time) . Bidder’s are encouraged to attend online, but attendance is not compulsory. In order to attend online please to submit your contact details to opt.tender@acted.org with tender@acted.org in cc before the submission deadline of 28 / 07 / 2021 at 12:00 PM (Ramallah time)

Main Project ObjectiveOverall objective: To bypass the obstacles to development in the Occupied Palestinian Territories by providing life-long learning opportunities on digital tools and perspectives.

Specific objectives: Enhancing young Palestinians’ employability through the improvement of digital perspectives for personal and professional growth.

Objectives of the EvaluationOverall objective:

–          To provide an external opinion on the relevance and performance of the project, as compared to the project document and with a strong focus on results.

–          To highlight key lessons learnt, best practices and recommendations to feed back into current and future ACTED programming in the same sectoral areas and using similar approaches to meeting their objectives.

OVERVIEW of the Methodology for the EvaluationThe external expert will assess the project according to the following DAC criteria: relevance, efficiency, coherence, effectiveness, sustainability, impact. Cross-cutting issues such as gender, environment, accountability and do no harm will also be part of the analysis.

The methodology for data collection is to be determined by the consultant with ACTED approval. The consultant is however expected to conduct field missions to obtain the necessary qualitative and quantitative data that provides evidence of the impact of the response with members of communities targeted by the project. The evaluation should be conducted mainly through secondary data review, focus group discussions, key informant interviews, and interviews with a broad range of project stakeholders, including beneficiaries, as well as direct observations.
