Linataawan phase II – EU for Civil Society in Libya

Libya Renforcement des Institutions et de la Société civile
April 2024
March 2026

This 24-months project is implemented across Libya (west, east, and south) through a consortium led by British Council, Acted as partner, and CILG-VNG International as sub-contractor. The global objective is to strengthen democratic governance, accountability, and local development in Libya by empowering civil society actors to participate in decision-making processes. It will be reached by improving the technical capacities, effectiveness, and accountability of Libyan CSOs, and by increasing awareness among citizens, local authorities, and policymakers of CSOs’ role as partners in local development, planning, delivery, and monitoring. The space for CSOs will be strengthened through supporting existing Resource Centers (RC) in Benghazi, Tripoli, and Albayda, including the transition of the Benghazi RC to a 3ZERO House, as well as the set-up of a new RC in Sebha. The direct beneficiaries are Libyan CSOs, Libyan local institutions, authorities and municipalities, and people with influence, as well as public and private service providers.
