In January, the Camp Coordination and Camp Management Cluster (CCCM), in collaboration with ACTED, implemented a core CCCM training for IDP focal points in Puntland, Somalia. 2.1 million people were internally displaced in Somalia as of January 2018.
The CCCM Cluster in Somalia was established in May 2017 in order to enhance site-level coordination and ensure improvements in service provision to internally displaced persons (IDPs) living in communal settings. With over 1,750 IDP sites in Somalia (DSA, 2017), CCCM partners are able to highlight site-level needs and advocate for sector-based interventions in sites that are in great need of support. The cluster has been working closely with all stakeholders in the humanitarian sector to increase overall knowledge and expertise in an effort to increase effective programming in 2018.
The 3-day training, funded by USAID-OFDA, was carried out by ACTED’s Technical Coordinator and was the first phase of a collection of CCCM capacity building trainings that will be delivered in 2018 to stakeholders in Somalia.
The training was attended by Puntland’s Ministries of Interior, Women and Justice along with key (I)NGO focal points working with Puntland IDP sites. The first of its nature in Puntland, the training aimed at increasing the capacity of CCCM practitioners working in Somalia’s informal IDP settlements.
The training allowed participants to absorb information about the sector while testing their abilities to apply these practices through a number of roll-play and simulation activities. Through the use of simulations and context-related scenarios, participants were able to practically utilize CCCM principles and create strategies for alleviating site-level problems. Traversing key CCCM modules such as: Humanitarian Reform, Roles and Responsibilities, Design and Settlement Standards, Coordination, Information Management, Community Participation, Care and Maintenance and Camp Closure and Durable Solutions, participants will be able to apply the knowledge acquired in their project implementation while improving their ability to deliver assistance and protection to IDP settlements.
As a sub-national cluster focal point for Garowe, ACTED will continue engaging with the CCCM Cluster and various CCCM focal points in 2018 to ensure that more IDP stakeholders have a robust knowledge of site management and coordination. Moreover, as a global CCCM partner, ACTED aims at expanding its CCCM programming in order to serve displaced communities with assistance and protection throughout Somalia.
