OBJECTIVES
Under the direct supervision of the Consortium Coordinator, and with support of HQ technical advisors/desk officers, the MEAL Coordinator will have the following main objectives:


1.    Develop/support implementation of/ and compliance with a common MEAL framework with consortium partners to track indicators related to goals, objectives, results and activities.
2.    Supervise the implementation of robust MEAL systems: Ensure the development and implementation of solid MEAL systems and mechanisms by consortium members that are in line with commonly agreed MEAL standards and procedures and deliver effective research/outputs in a way to inform timely decision making.
3.    Implement Database and GIS systems: Ensure data on project beneficiaries, processes, progress, locations (GIS) and performance are effectively collected, entered, cleaned and validated, stored, transformed and presented in an efficient and effective manner to support timely decision making.
4.    Design and support the implementation Beneficiary Feedback, Complaints and Response Mechanism: Oversee the effective implementation of Feedback and CRMs by the Consortium members, enhance the level of trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that consortium members’ team learn from the feedback provided through this process. 
5.    Learning: Ensure lessons learnt and best practices are discoursed and documented and influence the strategic development of future projects and activities. Supervise and build on the capacity of the MEAL department and of DB & GIS teams: Ensure activities of the MEAL teams of the Consortium members are run in an effective and coordinated manner.

Perform any other related activities as assigned by immediate supervisor.

Qualifications

• Master’s degree;
• Excellent analytical skills;
• 4 years of experience in AME, preferably in international humanitarian context
• Excellent communication and drafting skills for effective reporting on programme financial performance;
• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;
• Ability to operate in a cross-cultural environment requiring flexibility;
• Familiarity with the aid system, and understanding of donor and governmental requirements;
• Prior knowledge of the region an asset;
• Fluency in English required
• Russian/Ukrainian strongly preferred
• Ability to operate Microsoft Word, Excel and Project Management software
• Statistical analysis programs preferred

Conditions

Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus
Additional monthly living allowance
Free food and lodging provided at the organisation’s guesthouse/or housing allowance (depending on contract length and country of assignment)
Transportation costs covered, including additional return ticket + luggage allowance
