DIPECHO VII Improving preparedness and response abilities to natural disasters in Central Asia


From the 24th to the 27th of April 2013, the Kyrgyz Ministry of Emergency Situations (MoES) and ACTED (Agency for Technical Cooperation and Development) will conduct a three day cross border visit for the Tajik Committee of Emergency Situations (CoES) to their Republican Search and Rescue Centre (Rosso) in Osh. At the event, MoES will officially open their Canine Search and Rescue Centre, funded through ACTED’s DIPECHO VII.

The purpose of this cross border visit is to encourage close cooperation between the Committee of Emergency Situations in Tajikistan and the Ministry of Emergency Situations in Kyrgyzstan and to strengthen bilateral cooperation as well as to share best practices in the sphere of disaster management and response.

Over the past four years, in close cooperation with MoES, ACTED has successfully implemented a number of projects on disaster risk reduction across Kyrgyzstan to build the capacity of their Search and Rescue Centre.

Under the current DIPECHO VII project, ACTED has given funds to MoES to construct a Canine Search and Rescue Centre at Rosso. The works were completed in late December and MoES will be holding the official opening ceremony of the Canine Centre to coincide with the visit by Tajikitan’s Committee of Emergency Situations (CoES) on 25th April, which has also been facilitated by ACTED.

This project aims to increase cross border cooperation for disaster preparedness and response across the Isfara and the Khojibarkigan target watersheds, at both the government and community levels. As such this activity marks a high point of collaboration between the two governments.

The project is funded by the European Commission’s Humanitarian Aid and Civil Protection Department, one of the world’s largest providers of funds for humanitarian aid operations in disaster-prone regions supporting the reduction of the impact of natural hazards on people’s lives and livelihoods.
